1. Introduction
The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029. The Project is being implemented by the Ministry of Education and Science (MOES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES).

2. Objectives of the Assignment
The objective of the assignment is to review the draft Education Code and provide justification and recommendations to ensure that roles and responsibilities are clearly defined in the revised Code, integration of the school self-evaluation mechanism into the quality assurance framework and related guidelines, development of instruments and data collection tools for piloting of the updated procedures for external evaluation of education quality, designing and conducting capacity-building for pilot implementation and support the local consultants in designing and conducting a capacity-building seminar for Agency staff to support further roll-out and institutionalization of the model at national level. As well, as collaboration and stakeholder engagement as an interagency working group, and project consultants for improving and ensuring the quality of the completion of upcoming tasks.

3. Qualifications and Requirements
The consultant should meet the following qualifications:
• Masters/PhD in Education, Public Policy, Economics, International Development, or related discipline(s).
• Minimum 5 years professional experience in educational policy analysis, institutional assessment, or a closely related field.
• Proven ability and experience to develop and conduct research on assessment in education system and experience in conducting learning needs assessments of government employees
• Proven methodological knowledge to conduct reviews, focus groups, interviews and work with data collection tools.
• Work experience in the field of development and adaptation of the new procedures, Guidelines/Handbook on monitoring and evaluating teaching quality, State attestation and accreditation in Tajikistan, will be an advantage;
• Experience in education policy development, especially on improving the quality and effectiveness of institutional capacity, financing and quality assurance services.
• Able to work independently, and as part of a team and produce high-quality outputs under tight time constraints.
• Highly organized and detail-oriented.
• Proficiency in English and Russian will be an advantage.

4. Submission of Expression of Interest
The Ministry of Education and Science of the Republic of Tajikistan/Learning Environment – Foundation of Quality Education Project (LEARN) now invites individual consultants to express their interest in providing the requested services. Interested consultants must submit:
• A CV detailing their qualifications, skills, and experience.
• Copies of relevant documents evidencing their qualifications.
• References and descriptions of similar assignments performed.
Interested consultants are requested to clearly indicate the Reference No. in the subject line of their email.
Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, July 2018, and November 2020, September 2023, February 2025, September 2025), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.
A consultant will be selected using the Individual Consultants (IC) method as outlined in the Consultant Guidelines.
