1. PROJECT BACKGROUND: The Ministry of Education and Science of the Republic of Tajikistan (MoES) is implementing the Improving the Science, Technology, Engineering, and Mathematics Secondary Education Project (ISTEMP), which is funded by the Asian Development Bank. The ISTEMP aims to promote equal access to quality secondary education in science, technology, engineering and mathematics (STEM) from grades 5 to 11. Moreover, the project is focused on building a human capital base to support Tajikistan’s transition to higher labour productivity and competitiveness. The Project Administration Group (PAG) is established for the implementation of the project. The Training Workshop and Liaison Officer in PAG will be selected through a competitive procedure acceptable to ADB and financed by the Project.
2. BASIC FUNCTION OF POSITION: The Project Administration Group (PAG) will recruit the Training Workshop and Liaison Officer, who will be responsible for developing and scheduling meetings, events, training, and workshops that align with the project's STEM education objectives. The Officer will also coordinate with local education authorities, working groups, schools, and training institutions (DPC, TPSU) to ensure the effective organization and delivery of governmental meetings and events, training sessions, sub-working group events for climate change and national – international conferences. Moreover, he/she will be responsible for organizing groundbreaking and inauguration ceremonies for STEM blocks in the targeted schools, coordinating participation from high-level government officials. The Training Workshop and Liaison Officer will closely work with the Financial and Procurement team, Training Material and Coordination Officer, PSIF and other PAG specialists & consultants. He/she will directly report to the PAG Manager.
3. SCOPE OF WORK: The Training Workshop and Liaison Officer play a vital bridge-building function between project stakeholders, ensuring smooth implementation of meetings and training programs, as well as fostering communication between project entities. He/she is responsible for:
Organising groundbreaking and inauguration ceremonies for STEM blocks in the targeted schools, coordinating participation from high-level government officials.
Conducting training needs assessments in collaboration with curriculum experts and school administrators.
Developing annual and quarterly training plans aligned with the project’s implementation schedule.
Designing workshop content, agendas, and learning materials tailored to STEM pedagogy, climate change education and gender-inclusive practices.
Organizing and managing logistics for in-person and virtual workshops, including venue, materials, printing, travel, and accommodation (in coordination with the Disbursement Officer).
Coordinating with regional education departments and school management to ensure participation and support.
Maintaining a calendar of seminars, training events, working group meetings and ensuring timely communication with all stakeholders.
Develop pre- and post-training evaluation tools to assess knowledge transfer and participant satisfaction.
Compile training reports, including attendance, outcomes, challenges, and recommendations.
Supporting the evaluation of training effectiveness through feedback surveys and post-training assessments.
Prepare comprehensive training reports, including documentation of best practices and lessons learned.
Contribute to quarterly and annual project progress reports, including gender action plan indicators.
Perform other tasks as may be reasonably required.
4. QUALIFICATIONS REQUIRED:
A. Education:
University degree in Public Relations, Economics, Social Science or a related field.
Additional certification or training in workshop facilitation, communications, or international development would be an advantage.
B. Experience and Skills:
Minimum of 3 years of professional experience in roles related to:
training coordination and facilitation,
project implementation and coordination in the education or development sectors,
liaison or communications roles with government agencies, international donors, and stakeholder engagement.
Experience working on ADB-funded or donor-funded projects is highly desirable.
Strong organizational and multitasking abilities, with attention to detail.
High degree of cultural sensitivity and ability to work in a cross-cultural, diverse team environment.
Strong communication, problem-solving, and organizational skills.
Good skills in Microsoft Excel, Word, Access and PowerPoint, email, and Internet.
Fluency in written and spoken Tajik and Russian; proficiency in English is considered an asset.
5. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Specialist is expected to begin the assignment in the second half of September 2025 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
