1. Introduction

 

The Government of the Republic of Tajikistan has received grant funding in the amount of USD 50.0 million from the World Bank to implement the "Learning Environment – Foundation of Quality Education Project" (LEARN) from 2023 to 2029. The Project is being implemented by the Ministry of Education and Science (MOES) in collaboration with the Agency for Supervision in the Sphere of Education and Science (ASSES).

 

2. Objectives of the Assignment

 

The Administrative Assistant in the field of procurement performs daily tasks related to organizing and managing procurement activities and provides routine technical and administrative support to the procurement department. The primary objective of the assistant is the preparation and scanning of documents for entry into the STEP system, organizing and systematizing the archive, and assisting in the coordination of tender processes to achieve the objectives of the project components.

3. Qualifications and Requirements

 

The selected candidate should meet the following qualification and experience requirements:

Higher education/Degree in economics, services, or other relevant disciplines;

At least 3 years of overall work experience in a public or private sector institution;

Strong oral and written communication skills;

Demonstrated integrity in the use of public resources and in performing duties;

Good computer skills, including proficiency in Word and Excel;

Excellent command of written and spoken Tajik and Russian. Knowledge of English is an asset.

4. Submission of Expression of Interest

 

The Ministry of Education and Science of the Republic of Tajikistan/ Learning Environment – Foundation of Quality Education Project (LEARN) now invites individual consultants to express their interest in providing the requested services. Interested consultants must submit:

 

A CV detailing their qualifications, skills, and experience.

Copies of relevant documents evidencing their qualifications.

References and descriptions of similar assignments performed.

 

Interested consultants are requested to clearly indicate the Reference No. in the subject line of their email.

Expressions of interest will be evaluated in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in November 2017, July 2018, and November 2020, September 2023, February 2025, September 2025), specifically Sections III, paragraphs 3.14, 3.16, and 3.17, concerning the World Bank’s conflict of interest policy.

 

A consultant will be selected using the Individual Consultants (IC) method as outlined in the Consultant Guidelines.
