BASIC FUNCTION OF POSITION:
The Government of the Republic of Tajikistan has received grant funding in the amount of US$50.0 million from the World Bank for the implementation of the "Learning Environment – Foundation of Quality Education Project” (the Project, LEARN) during 2023-2029. The Project will be implemented by the Ministry of Education and Science (MOES), and in close coordination with the Agency for Supervision in the Sphere of Education and Science (ASSES). 
The Project Development Objective is to enhance the quality of teaching and learning environments in selected general secondary schools.
“Teaching and Learning environment” in this project refers to the complete physical, social, and pedagogical context in which learning is intended to occur. The teaching and learning environment in this project is defined as consisting of the skills and competencies of teachers and physical learning spaces where learning occurs . It is school settings (not just classrooms) and contexts in which students learn and teachers teach within the school premises.
 
MAJOR DUTIES AND RESPONSIBILITIES:
The Training Specialist will work under Component 1 for organizing and conducting all training and workshops. Will provide assistance in work of international and local consultants for carrying out of training activities on all project components. Will also support the Republican Institute for Professional Development of Education Workers and component consultants in the implementation of training activities within the project components. The Training Specialist coordinates all processes related to in-service training for education managers, school directors and teachers within the project components. Also, the Training Specialist will be directly involved in the development of training materials and training processes for teaching staff, school management and other stakeholders within the project.  
 
SPECIFIC RESPONSIBILITIES OF EDUCATION SPECIALIST OF COMPONENT 1:
The scope of work would be expected to include but not be limited to the following. 
a) In close cooperation with local consultants of the project components, develops the detailed action plans for all areas of training, ensures their coordination and monitors their timely implementation;
b) Contributes the work of local and international consultants hired as part of the training activities through organization of work. Also will contribute the access to necessary materials and documents;
c) Contributes to the general compliance of the implementation of training activities with the purpose of legal and regulatory framework of education and financing system of the Republic of Tajikistan (develops training schedule, orders, prepares financial expenditures and other necessary documents according to the paperwork for conducting training events);
d) Responsible for the organization and timeliness of communications on training activities with the local government authorities, departments and divisions of education, international and non-governmental organizations, as well as with donors within the framework of project cooperation;
e) Promotes the methodological compliance of the methodological and didactic content of training;
f) Responsible for the correct determination and assessment of the trainers and participants competence in trainings and training events;
g) Responsible for the correctness and timeliness of the trainee data before training and after completion;
h) Responsible for the accuracy and timeliness reports provision on analytical and practical research on training, as well responsible for financial reporting on training activities, if such authority is granted or if he/she receives financial resources for conducting training activities;
i) Participates in the organization and establishment, approbations and conducting of surveys, testing and monitoring of training events;
j) Responsible for organizing and establishment of psychological atmosphere and tolerant relationships in the preparation of trainings, also contributes to the development of professional and general skills of training participants during joint works;
k) Responsible for the optimal organization and planning of the educational process, using the finances based on the existing laws and normative, international agreements;
l) Contributes the timely methodological and information support for the establishment and improvement of the operation training modules for all training subjects;    
m) Performing other responsibilities assigned by the head of the Project LEARN Director. 
   Other duties:
a) Work closely with international and local experts, working groups, relevant departments/institutions of MOES to ensure the quality of the results;
b) Participate in all meetings and events related to the LEARN project;
c) Make necessary and timely proposals to improve work within the component and project;
e) Providing a monthly report on work performed to the chief specialist for component 1 and, if necessary, daily updates on the progress of tasks;
f) Maintain close communication with all key stakeholders, coordinators of other project components and development partners.
MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION:
It is expected that the selected candidate will conform to the following qualifications and experience profile:
a) Higher education in pedagogy or related field;
b) Experience in the field of advanced training of education workers (as a trainer, developer and relevant areas);
c) Experience in managing, planning, organizing and implementing advanced training;
d) Experience and good skills with international organizations and implementation of grants for conducting training in the advanced training system;
e) Knowledge of interviewing techniques, assessment of skills and competencies of trainers.  As well, knowledge of interview techniques, assessment of skills and competencies of training participants will be an advantage;
f) Experience with PC and office applications.
 
ASSIGNMENT DURATION, LOCATION AND REPORTING:
The assignment is scheduled to start in April 2024. The Specialist shall be contracted for 12 months, with an initial three-month probationary period. The Contract can be renewed for additional 12-month periods with mutual agreement of both parties, keeping in mind the performance of the expert.
 
CLIENT’S INPUT
The MOES shall provide an office space and necessary equipment during his/her tenure of service in the MOES of Tajikistan. The Specialist is expected to work full time (office hours). The   Training Specialist will be based in the Project LEARN office in Dushanbe. The MOES will provide the Training Specialist with the necessary documentation for the project and a workplace with access to a computer, printer furniture and other office equipment to perform the work.
