Objective and Purpose of the Assignment 

 

 The Government of Tajikistan (GOT) has received a grant from the Asian Development Bank (ADB) part of which will be used to procure works, goods and services for implementing the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project. An International Procurement Specialist is required to support the executing agency (EA) – Ministry of Education and Science (MOES), and the implementing agency – project administration group (PAG), to strengthen and improve capacity to undertake the tendering process, including bid preparation and bid evaluation.

Scope of Work 

 The assignment will support the MOES and the PAG for the preparation of the bidding documents for procuring works, goods and the detailed TORs and requests for proposals for procuring various consulting services. In particular, the International Procurement Specialist will (i) ensure the efficient and effective implementation of procurement of goods, works and services; (ii) assist PAG in the preparation of the bid documents for projects identified, including initiating the bidding process for various packages for goods and works, and recruitment of individual consultants and consulting firms; (iii) assist PAG in bid evaluation and in preparing the corresponding bid evaluation reports; and (iv) provide training to MOES procurement department officials and PAG officers on ADB procurement rules and procedures, and contract management. 

Minimum Qualification Requirements 

• At least a postgraduate degree in business administration, commerce, engineering or related fields is required; 

• At least 10 years’ experience of international experience is required in procurement, preparation of tender and contract documents, evaluation of bids, and contract management in projects financed by ADB, World Bank or other development partners. 

• Good knowledge of ADB procurement guidelines is required; 

• Experience in procurement of educational equipment is preferable; 

• Prior experience working in Tajikistan or other Central Asian countries would be preferable. 

• Fluency in written and spoken English is required.
