Objective and Purpose of the Assignment 

 

 The primary objective of the consulting services is to ensure proper planning and execution of project funds per their intended use and assist in financial reporting and compliance with ADB’s financial management and disbursement requirements and the financial covenants of the grant agreement. Assist the Project Director and Project Manager of the Project Administration Group (PAG) to coordinate and manage the financial management functions of PAG to ensure (i) all project funds are used for the intended purpose and with due attention to considerations of economy and efficiency; and (ii) full compliance with ADB’s financial management and disbursement requirements as well as the financial covenants of the grant and project agreement.

Scope of Work 

Assist the Project Director and the Project Manager of PAG to coordinate and manage the financial management functions of PAG to ensure: (i) all project funds are used for the intended purpose and with due attention to considerations of economy and efficiency; and (ii) full compliance with ADB’s financial management and disbursement requirements as well the financial covenants of the grant and project agreement. He/she will work under the supervision of the Project Director and guide the Senior Financial Officer in PAG to perform all the project related financial management functions as required by the Government of Tajikistan and the Asian Development Bank. 

Minimum Qualification Requirements 

• At least post-graduate degree in finance or accounting or relevant areas is required; 

• Certified public accountant certificate or similar professional certificate is required; 

• At least 8 years of accounting, financial management, or auditing experience with projects funded by the ADB, WB or other development partners is required; 

• Sound knowledge of Tajikistan government accounting systems, especially finance management procedures, is preferred. 

• Practical skills in using 1-C accounting software is preferred; 

• Good skills in Microsoft Excel and Word is required; and 

• Fluency in written and spoken English is required.
