Objective and Purpose of the Assignment 

 

 The Government of Tajikistan (GoT) has received a grant from the Asian Development Bank (ADB) part of which will be used to recruit various specialists to assist the Ministry of Education and Science (MOES) implement the Improving Science, Technology, Engineering, and Mathematics Secondary Education Project. An International Environmental Safeguards Specialist is required to support the Project Administration Group (PAG) in the project implementation, monitoring and reporting in line with ADB’s Environmental Safeguards policies, government’s decrees and national laws and regulations related to environmental safeguards, health and safety. The project is initially categorized as B for environment.

Scope of Work 

 

To support the implementation and monitoring of the project in accordance with the requirements of ADB’s Environmental Safeguards Policy Statement, government’s decrees and national laws and regulations related to environment, health and safety. 

Minimum Qualification Requirements 

• Master’s degree in environmental studies, environmental management, or related fields is required; 

• At least 7 years international professional experience working on the implementation and management of environmental safeguards in the context of development projects; 

• Previous experience with the preparation and update of IEEs and the implementation of environmental management plans (EMPs) is required; 

• Knowledge of Tajikistan’s environmental safeguards laws and regulations will be an asset; 

• Previous experience working for similar projects in Tajikistan, or other Central Asian countries, will be an asset; 

• Excellent skills in effective and timely report preparation and effective communication, interpersonal and teamwork skills are required; 

• Fluency in English (oral and written skills) is required; and 

• Working knowledge of Russian language is desirable.
