6. BASIC FUNCTION OF POSITION: The Project Administration Group (PAG) will recruit Officer Manager to ensure efficient day-to-day functioning and management of the daily routines of the office and will handle tasks like coordinating meetings, managing staff calendars, documentation centre to ensure easy access to project-related decrees/documents, overseeing filing systems and office functioning supplies. The Officer Manager will directly report to the PAG Manager.

 assist the PAG Manager in the management of the daily routines of the office; 
 assist the PAG Manager to establish and maintain office procedures and filing systems, as well as handle other administrative work and maintain communications with the PISF Team Leader when he is out of the country; 
 establish and maintain a project information and documentation center to ensure easy access to project-related decrees, documents, reports, etc. with a catalogue of titles; and 
 perform any other project-related tasks as may be required from time to time to maintain smooth project operations.

a) Administrative Duties:
 Managing office supplies, equipment, and facilities.
 Handling correspondence, emails, and phone calls.
 Coordinating meetings and appointments.
b) Human Resources (HR):
 Assisting with recruitment and onboarding processes.
 Maintaining employee records.
 Coordinating training and development activities.
c) Financial Management under the supervision of the Chief Account:
 Overseeing budgeting and expense tracking for PAG operation cost.
 Processing invoices and payroll.
 Managing petty cash.
d) Communication and Coordination:
 Liaising with other departments and external stakeholders.
 Ensuring smooth communication within the organization.
 Coordinating travel arrangements, including also for the visiting individual consultants, resource persons, scholars in the project, and for the field trips during the ADB project team’s review missions.
e) Office Policies and Procedures:
 Implementing and enforcing office policies.
 Handling confidential information.
 Addressing staff concerns.

C. Education:
 A bachelor’s degree in fields such as business administration, human resources management, or information management and related field.
D. Experience and Skills:
 at least 5 year’s experience in office management, preferably in the implementation of investment projects funded by international organization(s) in Tajikistan.
 be familiar with procurement and financial management procedures.
 strong teamwork, communication, organizational, and problem-solving skills. 
 good skills in Microsoft Excel, Word, Access and PowerPoint, email, and Internet.
 fluent in written and spoken Tajik and/or Russian;
 capable of using English as a working language.

10. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Specialist is expected to begin the assignment in July 2024 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
