5. BASIC FUNCTION OF POSITION: The Project Administration Group (PAG) will recruit an IT Officer, who will be responsible for meeting IT area-specific requirements of the PAG and priorities, collaborating on project-wide IT activities, and ensuring effective and efficient solutions. Additionally, the IT Officer provides IT support to all PAG staff and resolves technically complex issues related to the administration and establishment of the various IT systems and programs for PAG and project. The IT officer will directly report to the PAG Manager and Officer Manager.

The IT officer will coordinate with the relevant specialists to support and coordinate the application of IT in all project activities and PAG, such as:
PAG Office:
o IT Officer is responsible for configuring, updating, and troubleshooting software applications, employee devices, servers, databases, and other IT infrastructure of the PAG. 
o IT Officer oversees critical apps and communication systems (email, instant messaging, video conferencing), ensuring availability, reliability, and security in the PAG office.
o IT Officer will be keeping an eye on the performance of IT systems (servers, networks, databases) to identify potential issues and prevent downtime. 
o IT Officer will support and provide feedback to Procurement Unit on prepared technical specifications for the IT equipment to be procured within the project.
o IT continuously improves processes related to technology and communication within the PAG.
o provide technical guidance/support on ICT for education issues across the project to the executing agency (EA) and PAG, including advice on procurement of IT and IT services;
o guide and support the training materials development teams to ensure materials are developed in line with use on eLearning platform (i.e. compatibility, learning object standards, etc.) across all components of the project;
o support specialists in defining knowledge management needs and modalities including institutional library infrastructure for storage and sharing learning objects locally (offline learning object storage for teaching and learning);
o support the school-information system (SIS) team to ensure system security, design and delivery are on time and meet national needs;
o assist all components of the project in developing digital data collection tools for training and research thereby assuring real-time monitoring of activities;
o develop information communication technology (ICT) guidelines for schools to plan for increased use of ICT in teaching and learning, and;
o perform other tasks as may be reasonably required and assigned by the PAG Manager and Team Leader.

C. Education:
 A bachelor’s degree in common IT areas of study including Computer Science, Information Technology, and Computer Engineering, etc.. 
 Knowledge of IT soft programs related to the education sector, such as education management information system (EMIS), labor market information system (LMIS), etc. will be an advantage. 
D. Experience and Skills:
 at least 5 years experience in the design, development and/or delivery of ICT solutions, preferably for education systems (school, government and/or private sector)
 experience in the implementation of investment projects funded by international organization(s) in Tajikistan will be an advantage.
 experience in developing IT/ICT training materials and modules
 able to troubleshoot in the IT system
 able of maintenance of IT equipment and system
 database management experience will be an advantage
 strong teamwork, communication, organizational, and problem-solving skills. 
 good skills in Microsoft Excel, Word, Access and PowerPoint, email, and Internet.
 fluent in written and spoken Tajik and/or Russian.
 Capable of using English as a working language.

8. ASSIGNMENT DURATION, LOCATION AND REPORTING: The Specialist is expected to begin the assignment in July 2024 on a full-time basis. Dushanbe is the location of the assignment. This assignment is renewable annually based on the specialist’s performance and project needs.
